• 403 Answers SOURCE: Hi Anonymous I've seen that screen more than a few times in the past on Windows. It often comes from Windows updates not installing correctly and corrupting the update history. The advice I have from my own experience is fairly general. Try starting in Safe Mode.
If you can get it booted there, run/re-run Windows Update, or look at the screen and history to see if there are one or more failed updates, and see if you can (re)run them successfully. In any case, if you can get Windows to boot, safe mode or no, get your data backed up ASAP. Unfortunately, not long after that, most IT departments I've ever dealt with just roll their eyes and do a clean OS install and restoration of data from a backup. If it's been backed up recently, the re-install and then sitting through a dozen re-starts as the Windows Updates install is a pain, but in the long run might be faster than trying to track this down.
